Minutes:

The Chair, Cllr Val Ranger, welcomed members of the public, Councillors and Honorary Aldermen to the Extraordinary Virtual Council meeting on Monday 8 June 2020. 

She explained that all participants were taking part remotely and the meeting was also being viewed online and recorded.

 

The Chair started the meeting by doing a roll call of everyone present, and then confirmed that the meeting was quorate.

Motion: To elect a Chairman and Vice-Chairman of the Council

Following the decision of Council at the Extraordinary meeting of Council held on 28 May 2020, the Council shall elect a Chairman and Vice-Chairman of the Council for the remainder of the civic year.

Minutes:

The Chair said that following the decision of Council at the Extraordinary meeting of Council held on 28 May 2020, this meeting had been convened so that the Council could elect a Chairman and Vice-Chairman of the Council for the remainder of the civic year.

 

  She invited nominations for the office of Chairman of the Council.

Councillor Paul Arnott proposed Councillor Cathy Gardner, saying a few words in support of the nomination, and commenting on Cllr Gardner’s experience and qualifications which made her an ideal candidate for this important role at the current time.

Councillor Eileen Wragg seconded the proposal for Councillor Cathy Gardner.

 

The Chair asked if there were any other nominations for the role of Chairman and received confirmation that there were none.

 

She then called for a vote on the proposed recommendation. The Monitoring Officer, Henry Gordon-Lennox, confirmed that the vote was to decide in favour or against Cllr Gardner becoming Chair of the Council, or to abstain.

Following a vote the majority of those present voted in favour of Cllr Gardner becoming the Chair. Accordingly, Cllr Ranger confirmed Cllr Cathy Gardner as the new Chair of East Devon District Council and handed over to the Chief Executive Officerto complete the appointment before the new Chair took over chairing the meeting.

 

Cllr Gardner read aloud and signed the printed acceptance of office declaration.

She then spoke in response to the election, thanking the proposer and seconder and confirming thatthe appointment was extremely important, especially at this difficult time for the District and nation generally.

Cllr Gardner then invited nominations for the office of Vice Chair of the Council.

Councillor Tony Woodward proposed Councillor Val Ranger, saying a few words in support of the nomination.

Councillor Luke Jeffery seconded the proposal for Councillor Val Ranger.

 

The Chair asked if there were any other nominations for the role of Vice Chair and received confirmation that there were none.

 

She then called for a vote on the proposed recommendation.

Following a vote the majority of those present voted in favour of Cllr Ranger becoming the Vice Chair. Accordingly, Cllr Gardner confirmed Cllr Ranger as the Vice Chair of East Devon District Council, and handed over to the Monitoring Officer to complete the appointment.

 

Cllr Ranger read aloud and signed the printed acceptance of office declaration.

She then spoke in response to the election, thanking the proposer and seconder and saying that having been Vice Chair for the past year, she considered it a privilege to continue in the role, and she looked forward to working with the Chair.

The Chair then announced the end of the meeting and thanked everyone, including any members of the public watching online, for taking part.
