RESOLVED:

Refused contrary to officer recommendation for the following reasons:

1.     Having regard to the location and site topography, the development of the site for housing will adversely impact on the visual amenity of the local landscape and the character of the area; this harm significantly and demonstrably outweighs the benefits of providing up to nine dwellings on the site.  As such the development is contrary to Policy D1 (Design and Local Distinctiveness) of the East Devon Local Plan 2013 to 2031, Policy NP1 (Development in the Countryside) of the Ottery St Mary and West Hill Neighbourhood Plan 2017 to 2031 and the National Planning Policy Framework 2024 (as amended) in particular paragraph 187.

2.     The proposed development will result in the loss of Best and Most Versatile Agricultural land, the extent of which is not justified by the delivery of up to 9 dwellings, contrary to Policy EN13 (Development on High Quality Agricultural Land) of the East Devon Local Plan, 2013 to 2031, and the National Planning Policy Framework, 2024 (as amended), in particular paragraph 187.
