LED facilities reopening report April 2021 pdf icon PDF 257 KB

Minutes:

The LED Leisure Director of Delivery presented his report that set out the steps of re-opening facilities.

 

The report set out what actions had been taken to re-open most sites, including recalling staff from furlough on either a full or part-time basis in order to undertake training and prepare the facilities for opening.  The Director of Delivery highlighted the delay to reopening the pool facilities at Sidmouth, which were due to difficulties in procuring a required part, but was now happy to report that it had reopened the previous day (26 April).

 

Some facilities were open on reduced opening hours, those hours being reviewed depending on demand.  To date, customer take up of available sessions for gym and swimming have been very high; coupled with excellent customer feedback on the first week of opening.

 

In response to a question, the Ocean facility itself was planned to re-open on the 17 May 2021.

 

RESOLVED that the report be noted.

LED Community Engagement / Outreach Programme, June - September 2021 pdf icon PDF 229 KB

Minutes:

The LED Leisure CEO provided a report to the Forum on the outreach programme for June to September 2021.

 

The Community Engagement Managers would be returning to work part-time from furlough in May and focus on which outreach projects can be started or resumed whilst following public health guidelines for social distancing.

 

Work would also begin with officers and Councillors on the longer term goals of the Council for health and wellbeing that LED can support.

 

The programme included:

·         Restarting health referrals

·         Work with volunteers to establish new Wellbeing Health Walks (June/July)

·         Promote the “Naturally Health May” campaign

·         Develop a Wild Swimming project at Exmouth in July in partnership with the Council

·         Work with Imperial Medical Centre on specific walks to target inactive people

·         “Couch to 5K” six week running course at Exmouth Leisure Centre

·         Promote “Wellness Week” in June

·         Continue to develop the “Ways2Wellbeing” social prescribing model with the NHS Health and Wellbeing Coaches

·         Support new opportunities with NHS physiotherapists.

 

Forum members welcomed the diversity of offer under the outreach programme. In response to a question, the funding of the NHS Health and Wellbeing Coaches (of which there are now six covering East Devon) was now undertaken by the NHS, following the part funding by LED under a pilot scheme.

That under Section 100(A)(4) of the Local Government Act 1972 and in accordance with the Local Authorities (Executive Arrangements)(Meetings and Access to Information)(England) Regulations 2012, the public (including the press) be excluded from the meeting as exempt and private information (as set out against each Part B agenda item), is likely to be disclosed and on balance the public interest is in discussing the items in private session (Part B).

Actions and mitigations taken in response to COVID-19

Minutes:

The Forum were updated on both this item and the following item on financial performance update, as the two aspects are closely interlinked.  This included an update on the LED claim to EDDC for 2020/21 and forecasts for 2021/22.  A report will come forward to Cabinet giving further detail on those forecasts and level of claim to EDDC.

Cloakham Lawns sports club facilities

Verbal update from the CEO LED Leisure.

Minutes:

This item had been requested by the Portfolio Holder for Finance to seek clarity.  LED confirmed that there had been some early discussions on alternative location for facilities and that no decisions had been made.  A request was made that any further discussion or development of ideas relating to facilities at Cloakham Lawns be brought to the Forum for their involvement

Review of LED open book accounts 2020/21

Verbal update from consultants Strategic Leisure.

Minutes:

Consultants Strategic Leisure updated the Forum on their work in reviewing the LED open book accounts for 2020/21, and thanked LED for their prompt responses to any queries that the consultants had raised.
