Confirm the change to the Constitution as detailed in the Recommendation.

Reasons for decision:

The consultative meeting of the Council considered and debated the merits of the motion and proposed amendment to the Constitution and recommended it should be approved as per the recommendation above. There is nothing I am aware of that suggests any alternative decision should be taken and I am content it is an acceptable change to make.
