With the exception of demolition and site clearance works, a detailed Construction Specification / Method Statement for footings and floor slabs shall be submitted to and approved in writing by the Local Planning Authority prior to the commencement of development. This shall provide for the long term retention of the trees and detail the means by which any necessary root severance and soil disturbance is minimised by providing a specification for root pruning in accordance with BS 3998: 2010. No development or other operations shall take place except in complete accordance with the approved Construction Specification / Method Statement. 4.         Change to the wording of condition 15 to read:

With the exception of demolition and site clearance works, no development hereby permitted shall commence until the following information has been submitted to and approved in writing by the Local Planning Authority:

(a)       A detailed drainage design based upon the approved Flood Risk Statement Land Off Douglas Avenue, Exmouth and the approved Drainage Strategy Plan 1001 Rev P05

(b)       Detailed proposals for the management of surface water and silt runoff from the site during construction of the development hereby permitted.

(c)       Proposals for the adoption and maintenance of the permanent surface water drainage system.

(d)     A plan indicating how exceedance flows will be safely managed at the site. No building hereby permitted shall be occupied until the works have been approved and implemented in accordance with the details under (a) - (d) above.

(Reason: The above conditions are required to ensure the proposed surface water drainage system will operate effectively and will not cause an increase in flood risk either on the site, adjacent land or downstream in line with SuDS for Devon Guidance (2017) and national policies, including NPPF and PPG. The conditions should be pre-construction since it is essential that the proposed surface water drainage system is shown to be feasible before works begin to avoid redesign / unnecessary delays during construction when site layout is fixed in accordance 20/1838/MFUL with policy EN22- Surface Water Run-Off Implications of New Development) of the East Devon Local Plan 2013-2031).
