Update from the Service Lead – Planning Strategy and Development Management

 

Minutes:

The Committee noted the planning statistics report setting out 8 appeal decisions of which 7 had been dismissed and 1 allowed.

 

The Service Lead – Planning Strategy and Development Management drew Members attention to the appeal for application 20/2410/MFUL – Honiton Cattle Market that had been allowed.  Members recalled it was a redetermination of a previously dismissed appeal that had been found unsound by the High Court on the basis of concern about a statement made by the previous Inspector which had not been backed up by evidence.  The Inspector determined in this case that the development would not harm the character and appearance of the conservation area and therefore allowed the appeal.

 

Clarification was sought by the Chair about concerns raised by the Chair of Scrutiny on the success rate of the planning appeals statistics.  In response the Service Lead – Planning Strategy and Development Management acknowledged that the last monitoring period had been lower compared to previous years and advised this was being analysed to help understand why this was the case which would be fully addressed in the appeals monitoring report coming to Committee in September.
